DAVAO CITY (MindaNews/16 July) – The Philippine government and Moro Islamic Liberation Front (MILF) have settled all the contentious issues on ancestral domain and are now preparing to convene the formal peace talks to sign the memorandum of agreement on the ancestral domain agenda, the government and MILF peace panel chairs told MindaNews.
“Ok na. Thank God!,” government peace panel chair Rodolfo Garcia, told MindaNews from Kuala Lumpur, where the two panels are holding an executive session comprising the panel chairs and two other representatives each. “Finally we have settled all the remaining issues on ancestral domain,” MILF peace panel chair Mohagher Iqbal said. Presidential Adviser on the Peace Process Hermogenes Esperon, Jr., told MindaNews the two chairs are signing the minutes of the executive session and “hopefully within the next 10 days” formal peace talks can resume so the MOA on ancestral domain can be signed and the talks can now focus on the contents of the “final” peace agreement. Esperon said the lone contentious issue on the use of the word “freedom” was resolved by just saying “address the aspirations of the Bangsamoro people.” He said “freedom” was already included in the June 22, 2001 Tripoli Agreement on Peace between the parties. Section 2 of the Security Aspect of the agreement, states that the “negotiation and peaceful resolution of the conflict must involve consultations with the Bangsamoro people free of any imposition in order to provide chances of success and open new formulas that permanently respond to the aspirations of the Bangsamoro people for freedom.” (Carolyn O. Sirong played on Saronay/Kulintang a Tiniok.Sirong means “shade”. Among the Tau sa Laya (upstream) Maguindanaon, Sirong is called Duyog, meaning “chase”. As with many kulintang pieces, Sirong has several forms. The Sirong comes under the Minuna/Kamamatuan style.
The Minuna style is a formal one that emphasizes the kulintang’s melody, the harmony between the playing ensemble, and clarity of gong sound to affect the listening audience, hence there is a certain etiquette and finesse needed to play in this style. In a Minuna ensemble, instruments are segregated by gender, for instance the kulintang and gandingan would be considered to be only playable by women, while the Dabakan and Agung (which require strength and endurance) would be male instruments (although this segregation in playing is starting to be relaxed). Minuna is the style preferred by older people. Another name for Minuna is Danden or Kamamatuan which means “Old style”.
The Bagu style, on the other hand, emphasizes the dynamics of rhythm and skill of the players, hence is a fierce, young masculine style. Players in the Bagu style often compete with each other by employing several methods, such as complicating the basic notations and melody or highly increasing the tempo to test and challenge other players in the ensemble. Bagu is preferred by younger people. The set up for Bagu ensembles doesn’t follow the traditional gender segregation and formality of Minuna, and men or women could play any given instrument in the ensemble. Another name for the Bagu style is Kangungudan meaning “Young/New style”. Sub-Bagu styles played among the Tau sa Ilud (Downstream) Maguindanao include the Barikata, Taraburutan or Binalig.
Binalig comes from the word Balig, which has several meanings, all of which are relevant to the style: “slang”, “talking in a foreign accent”, “teenage years” or “to make different”. There is a lot of leeway given in the Binalig for much more improvisation on behalf of the kulintang player. It’s origin is said to be with the Tau Sa Laya (upriver) Maguindanaon people, but is now universally found among both Tau sa Laya and Tau sa Ilud (downstream) Maguindanaon. This particular piece is one of the variants of the Binalig. Ang pag-uusapan natin sa araw na ito ay tungkol sa Kalikasan. Hindi ba sa tuwing maririnig ng ating pandinig ang salitang ito, nalalarawan agad sa ating isipan ang isang malaparaisong kapaligiran?. Mga iba’t ibang nilalang na hitik sa kagandahan, samu’t saring buhay na naninirahan sa malaparaisong kaharian.
Ang lahat ay hahanga sa ganitong tanawin, hindi ba? Paano nga ba hindi ka mahahalina sa, gayong alam mo na taglay ng kalikasang ito ang lahat ng kanyang mga pangangailangan upang mabuhay sa mundo na kanyang ginagalawan? Dito ay sagana sa mga likas ng yaman, mga kamangha mangha na tanawin na nagbibigay ginhawa at nagpapangiti sa atin. Bagay na masasabing walang kapantay na ipinagkaloob sa atin ng Panginong Lumikha (Allah) dahil sa kanyang dakilang pagmamahal sa tao, sa lahat ng kanyang nilanlang dito sa sansinukob.
Ang tao, siya nga ba ang dahilan kung bakit nagkaroon ng pagbabago ang buong sanlibutan? Sa ating kalikasan?
Nakakalungkot mang isipin ngunit kung ating mamasdan ay isang ganap na pagbabago ang bumabalot sa mundo at sa ating napakagandang kalikasan, at ang katotohanang ito’y ‘di lingid sa ating kaalaman. At ang katotohanang, isa tayo sa mga saksi, saksing nagbubulagbulagan sa kasalakuyang narararanasan ng Inang Kalikasan. Tao ang nagging dahilan ng unti-unting pagkasira ng ating kapaligiran.
Ang tanong ko sa mga giliw na nakikinig, Papaano, nga ba humantong sa ganitong kalagayan ang ating kalikasan? Ito ba ay dahil sa pagbabago; mga pagbabago sa mga bagay-bagay dahil sa natatanging kaalaman ng tao? Kaalaman ng tao na siya ring bumabago sa mukha ng kalikasan?
Nariyan ang mga makabagong paraan ng paghahanap buhay gamit ang mga makabagong teknolohiya. Mga makabagong teknolohiya na siya ring nagdudulot ng polusyon sa mga tubig at hangin. Kabilang din ang pagtaas ng bilang populasyon kasabay din ang pagdami ng mga umaasa sa mga kayamanang galing sa kalikasan. Ngunit nakakalungkot ding isipin na minsa’y napapabayaan natin ang pagpapahalaga sa ating mga pinagkukunan ng ating mga pangangailangan, partikular na ang mga kagubatan at ang mga buhay na nakapalood dito.
Sa kabila ng pakikinabang ng tao, ang pang-aabuso ay nariyan na minsa’y tayo rin ang naapektuhan. Sana’y maramdaman din natin na ang kalikasan ay may napakahalagang papel sa ating mga tao. May buhay na kailangang pag-ingatan upang mapanatili ang maayos na sistema sa bawat bagay sa mundong ito na may kanya-kanyang ginagampanan.

Hindi pa huli ang lahat upang tayo’y magkaroon ng mga hakbang upang maibalik ang unti-unting pagkawala ng sigla at kagandahang taglay ng “Inang Kalikasan”
Sana’y huwag nating ipagdamot, sanay huwag tayong magtulog-tulogan na masilayan pa ang kagandahang taglay ng kalikasan para sa ating mga susunod pang henerasyon at para sa mga buhay ng bagong kinabukasan!
